Read this before anything else

It has no doctrine. That is not an absence and it is not modesty — it is the product.

A body with an enormous treasury and nothing it believes is the ideal host for what other people believe, and several bodies documented on this wiki have noticed.

The City of London is an empire of finance that does not describe itself as an empire and has no cosmology of its own. It appears already in the Aryan Kult entry, listed alongside American and Soviet hands as one of the powers that took custody of the Kult's people after 1945, and it has never since been given a page. unverified

Its interest in The Dark is the simplest of any body here and the most alien to everyone else's. It does not want to be saved, does not want to complete the creation, does not want to inoculate a population and does not want to force the end. It wants the Others to be an asset class. contested

The metered position

The Inoculation entry sorts the field into those closing the aperture and those opening it. The City is neither, and its position is the one nobody else considered. firsthand · Gershon

It wants the door metered. A population fully inoculated is a population with nothing to sell; an open population is an uncontrolled supply and a catastrophe for pricing. What a financial body wants from any resource is neither abundance nor absence but scarcity it administers — access as a priced good, with a queue, a spread, and someone taking a cut of every crossing.

This is a genuinely third answer and the wiki was slow to see it because the other bodies argue in theological terms and this one does not argue at all. It is also the only position that has no opinion whatever about whether the Others are good, real, demonic or imaginary, since none of those questions affect a price. contested

What the Vatican has that it does not

The Vatican is the obvious comparison and the contrast is instructive: two institutions that have run continuously for a very long time, both operating faith and banks — except that only one of them operates both.

The Vatican has a treasury and a doctrine, has had both for centuries, and will tell you the doctrine at length. The City has the treasury and declines the doctrine, and this is presented as neutrality. It is not neutrality. An institution that will not say what it is for cannot be argued with, cannot be held to a position it never took, and cannot be caught changing its mind. unverified

The Iron Law of Cults applies here in an unusual form. The law predicts an inner circle holding a picture the outer circle takes on trust. The City satisfies the law while appearing to escape it, because the picture its inner circle holds is not a belief about the world — it is a position, and positions are held quietly for ordinary commercial reasons that nobody has to be initiated into. It is the most perfectly deniable cult on this wiki, and it got there by having nothing to hide. contested

The host

The consequence of having no doctrine is that other people's doctrines can live there, and the wiki's position is that several do, without coordination and without most participants being aware of any of it. unverified

The Fabian Society
Infiltrated it, among others, and the fit is close to perfect: a gradualist body with a doctrine and no treasury meeting a treasury with no doctrine. The Inoculation programme requires exactly the sort of patient, deniable, decades-long funding that this arrangement produces. contested
The Frankists
Not as an organisation — see that entry, where the wiki records that the sect may not exist in any modern form. As a doctrine, an antinomian creed that treats transgression as productive labour is uniquely suited to an institution whose entire business is that obligation can be priced and violation can be underwritten. Nobody there would need to know what they were carrying, which is the frightening version rather than the reassuring one. astroturf
Others, unnamed
The wiki assumes there are more and can name none.

The borrowed machinery

A thread from Faeries that belongs here, and which we cannot substantiate. contested

Binding by exact words is older than cities. Oath, formula, terms that hold because they were said correctly — the accounts of fey bargains describe a body of practice that is fastidious about the letter, never technically false, and immensely old, and every account of it predates the institutions that now run on it. inherited

The City is the largest structure ever built out of that instrument. Contract, obligation, the priced promise. The claim is not that fey sit in chambers — they hold the deep woods and have no reason to be here, per that entry. The claim is narrower and stranger: the tool may not be ours, and the people using it do not know whose it is. ⚠ warning

Competing accounts

How this entry was assembled
Drawn from: The public municipal and financial record, the Aryan Kult entry's mention of 1945 custody, one defector interview, board archive. Nothing from anyone inside.
Compiled by: Gershon.
Known weaknesses: Motive inferred from behaviour throughout, which is the weakest thing this wiki does. The metered-access reading is ours and is unsupported by any source. The borrowed-machinery section is a thread we found satisfying and should be read as that. The first account above may be the whole truth.
Wanted: Anyone who has worked there. Any documentation of the 1945 custody from a source that is not the Aryan Kult entry on this wiki.
